Kalaulah ditanya apakah hal yang paling fenomenal di Indonesia sampai hari ini, jawabannya tentu saja tentang korupsi. Karena hampir menjadi rutinitas kita melihat para tersangka penggelap dan penilap uang negara tertangkap oleh KPK atau pihak yang berwenang. Dan tidak tanggung-tanggung, dari sekian tersangka korupsi tersebut didominasi oleh pejabat negara, mulai dari Menteri, Anggota Dewan, Gubernur, Bupati, Walikota, Kepala Dinas, pengembang swasta dan lain-lain. Bahkan dalam banyak laporan menyebutkan bahwa hampir dari separuh bupati di seluruh Indonesia menjadi tersangka korupsi. Pun begitu dengan beberapa gubernur juga menjadi tersangka dari kasus memperkaya diri secara illegal ini. Sesuatu yang luar biasa, mengingat bangsa ini tua secara perjalanan, kaya akan pengalaman dan sumber daya, luas secara geografis, besar secara pemerintahan akan tetapi besar pula praktik korupnya. Praktik korup ini terjadi hampir disemua lini kekuasaan, dan terbentang disepanjang Indonesia dari ujung barat sampai ujung timur. Mulai dari pungli yang dilakukan tingkat kabupaten, sampai suap di level atas. Bahkan penegak hukum sekalipun tidak lepas dari praktik seperti ini. Menjadikan sesuatu yang mustahil kemudian apakah bangsa ini punya harapan untuk menegakkan supremasi hukum terutama dalam bidang pemberantasan korupsi, sementara para penegak hukum dari kepolisian, jaksa, hakim, masih suka main-main mata dengan pelaku korupsi. Akil Mochtar adalah contoh paling nyata dalam kasus ini.
Mungkin hal ini yang kemudian mendasari seorang sejarahwan Peter Carey dan Suhardiyoto Haryadi menerbitkan buku “KORUPSI Dalam Silang Sejarah Indonesia; dari Daendels (1808 – 1811) sampai Era Reformasi”. Meskipun buku ini kemudian bukanlah sebuah analisis yang komprehensif tentang korupsi itu sendiri. Hal tersebut diakui Carey bahwa memang masih banyak perdebatan tentang apa yang dimaksud dengan korupsi. Apakah kemudian benar bahwa korupsi itu hanya menyangkut pada penyalahggunaan dari pejabat publik semata seperti yang telah di definisikan oleh Transparency International. Yang menurut Carey dalam beberapa kasus dan pandangan justru hal itu terlalu sempit (hal. xxxix – xli). Karena ketelibatan swasta yang notabenenye non jabatan publik banyak berpengaruh terhadap praktik korupsi yang dilakukan pejabat publik. Mohammad Reza Chalid sebagai contohnya yang kemudian kita dengar sangat tersangkut dengan pejabat publik tertentu dalam kasus korupsi.
Sebagai sejarahwan yang terkenal dengan Sejarah Pangeran Diponegoro serta Perang Jawa, tentu Carey mencoba memberi contoh praktik korupsi sejaman dengan penelitian terdahulunya. Era dimana praktik korupsi sudah ditemukan sejak abad 18. Ibaratnya, bangsa Indonesia masih dalam proses. Carey mencontohkan bagaimana seorang Diponegoro yang marah besar kemudian menamparkan sandalnya ke kepala Danurejo IV, seorang Patih Yogya (menjabat 1813 – 1847) yang munafik serta korup, yang mensyaratkan kelancaran berbagai urusan yang tergantung dengan besaran suap yang diajukan. Bahkan menurut Carey, situasi korup inilah yang kemudian memicu Perang Jawa yang terkenal tersebut (1825 – 1830).
Memulainya dari era Daendels merupakan cara yang jeli bagi seorang Carey dalam menuliskan catatan tentang korupsi. Meskipun Daendels sendiri tidaklah bersih. Daendels pun sedari awal memang banyak memberi pengaruh baru bagi Jawa (Indonesia saat ini) saat itu. Dia bisa dibilang sebagai revolusioner yang radikal dengan ambisinya. Proyek jalan raya pos adalah warisan terbesarnya. Warisan yang saat itu secara tidak langsung bertujuan memperpendek jarak perjalanan, tetapi memperpanjang jarak sosial terutama bagi tuan kolonial dengan pribumi (inlander) non – elite (hal. 40). Bahkan, saking radikalnya, Daendels mampu membawa zaman baru di Jawa saat itu. Semasa pemerintahan Daendels lah kemudian dunia perpolitikan di Jawa berubah seratus delapan puluh derajat. Keberaniannya dalam menghapus jurisdiksi lokal, kemudianmembawa bentuk baru bagi sebuah rechstaat atau negara hukum. Cuma permasalahannya, rechstaat dalam masa tersebut belum berpihak kepada pribumi (lihat hal. 37-38). Yang dalam bab-bab berikutnya dalam konteks kekinian, dijelaskan bahwa hukum belum banyak berubah juga. Bahkan pasca reformasi 98 sampai hari ini. Hukum masih tajam menghujam kebawah; masyarakat kecil. Sementara mereka yang berjabatan, masih bisa dengan seenaknya memainkan hukum. Seperti kasus papa minta saham, yang hari ini kembali menduduki puncak kekuasaan di parlemen. Dan cara-cara korupsi nya pun hampir sama seperti yang pernah terjadi pada 200 tahun yang lalu tersebut.
Dalam buku ini juga, Carey mencoba melihat dan memperbandingkan praktik korupsi yang pernah terjadi pada apa yang disebut“abad 18 yang panjang” di Inggris dengan di Indonesia. Yang menurut Carey terdapat kesamaan seperti perselingkuhan pejabat dengan militer dan sebagainya. Tapi bagi Inggris yag menginginkan perubahan, hal tersebut tidak menghambat apa yang dilakukan. Bahkan petinggi militer atau pejabat yang dekat dengan istana sekalipun tak luput dari ancaman gantung dan pemiskinan total dengan menempatkan denda berkali-kali lipat dari yang dikorupsikannya (hal. 63-85). Dan berkat kerja keras tersebut, Inggris mampu melawan praktik korupsi yang sangat lama berpraktik setelah 150 tahun. Indonesia pun menurut Carey bisa memberantas praktik korupsi tersebut dengan meniru apa yang dilakukan Inggris. Resepnya ialah tidak pandang bulu. Kalau di Inggris masyarakat atau siapapun yang bayar pajak bisa mengakses penggunaan pajaknya, seharusnya di Indonesia pun bisa seperti itu. Sehingga ada kontrol masyarakat dalam konteks pengawasan terhadap penggunaan pajak yang mereka lakukan. Tetapi, naga-naganya bahwa pemberantasan korupsi belum bakalan berjalan baik di Indonesia, karena masih adanya kekuataan dominan yang berpengaruh besar terhadap upaya tersebut. Sebutlah misalnya ketika KPK berani menelisik alur kekayaan pejabat negara (sipil maupun militer), ujungnya pasti kriminalisasi. Kasus Antasari Azhar sampai Abraham Samad adalah sebuah percontohan yang jelas.
Telisik-telisik tentang korupsi dalam buku ini memang masih jauh dari strategi yang jitu dalam upaya pemberantasan korupsi. Karena memang buku ini bukan suatu analisi kebijakan melainkan nukilan sejarah dan perbandingannya dengan negara dimana penulis berasal. Buku ini lebih tepat sebagai catatan tentang peristiwa sejarah korupsi seperti judulnya ‘Dalam Silang Sejarah’. Karena memang buku ini dibuat oleh seorang sejarahwan. Tetapi buku ini tetap menarik karena dari sejarahwan lah kita mengetahui bahwa praktik korupsi di Indonesia memang sudah terjadi begitu lama alias “sudah korup sejak dalam kandungan“.
